Based on international agreements, all international shipping and ports are regulated by the ISPS Code (International Ship and Port Facility Security) defined by the UN's International Maritime Organization (IMO).

The ISPS Code consists of regulations and directions set to protect international shipping from security-related incidents. In Denmark, for example, the directive has been implemented in the Executive Order on Port Security.
